Selected EXPERIENCE

A track record across Indigenous governance, federal systems, and international affairs — measured in results, not just titles.

Some of the work below was for governments. Some for tribal nations. Some for institutions under real pressure to change. All of it required the same thing: turning complexity into a plan, and a plan into results.

Vignette 1 — Tribal Economic Turnaround

A tribal business development corporation came to me carrying a decade of accumulated debt and declining performance. Working closely with leadership, I restructured operations, rebuilt financial discipline, and led the corporation back to solvency and sustained profitability within fourteen months — while preserving the jobs and community trust the organization existed to protect.

Impact: Returned a struggling tribal enterprise to profitability in just over a year.

Vignette 2 — National Trust Fund Communications

The Office of the Special Trustee for American Indians managed a $5 billion trust fund on behalf of Native nations and individuals — a program facing significant public skepticism. I built and led a national strategic communication and outreach program engaging tribal leaders, Congress, and media, resulting in a measurable shift in public coverage and stronger Congressional support for the program's budget.

Impact: 300% increase in positive media coverage over eighteen months; secured Congressional approval of a $109 million annual budget.

Vignette 3 — Afghanistan Security Cooperation

As International Program Manager for the Ministry of Defense Advisors Program, I led a U.S. government office of more than eighty senior advisors building governance, economic development, and institutional capacity across Afghanistan — recognized by federal oversight as a model program. Under my leadership, the program grew 30% even as we improved financial accountability.

Impact: Identified efficiencies that allowed for over $650 million in responsible cost reductions; grew the program by 30% — the largest expansion in its history.

Vignette 4 — National Technology Strategy & Budget

At a 22,000-person Army technology command serving over a million customers across 22 countries, I directed strategic communication and marketing efforts that built the case for the organization's technology modernization needs.

Impact: Secured a $1.1 billion Congressional appropriation — the largest in the organization's history.

Vignette 5 — Federal-Tribal Governance

As Superintendent of the Bureau of Indian Affairs at the Tohono O'odham Agency, I served as the senior federal representative to a sovereign nation spanning over 2.7 million acres — managing multi-million-dollar federal programs and the day-to-day government-to-government relationship between the United States and the Nation.

Impact: Sustained and strengthened a complex sovereign-to-sovereign relationship through direct, consistent engagement with tribal leadership.

Vignette 6 — International Intelligence Policy

Advising the Kingdom of Saudi Arabia's General Directorate for Intelligence Policy, I helped build the country's first documented national intelligence management policies, doctrine, and procedures — work that directly supported a major expansion of the Kingdom's intelligence enterprise.

Impact: Built foundational national policy supporting a $100 million expansion in intelligence capability.

LET’s talk

I take on a limited number of consulting relationships at any time. If you're working on something where my background might be useful, I'd enjoy a conversation.
